Argentine writer-director Lucia Puenza, 37, explains her interest in her nation’s "collective amnesia," in The German Doctor. She does so by focusing on telling how fugitive Nazis could live with impunity in South America, such as the notorious Doctor of Death, Josef Mengele, whose Patagonian sojourn is the basis for her cerebral thriller.
